UNDERSTANDING BUYING-SELLING LEVELS
Levels of purchasing are used to simplify the process. Presently there
are three levels of purchasing products and services:
$0.00 - $2,500.00
Purchases will be made by acquiring verbal, telephone or written
quotations. The Buyer specializing in the product or service required
will determine specifications, and solicit quotations. Best offer is
determined by the Buyer. The Buyer will consider who will supply the
product or service at a reasonable price, with appropriate quality level
and within a reasonable time frame.
$2,500.01 - $25,000.00
Purchases will be made by acquiring three or more written quotations
(informal bids), whenever practical. The Buyer specializing in the
product or service required will determine specifications, set a
quotation submittal deadline and solicit quotations. Best offer is
determined by the Buyer. The Buyer will consider who will supply the
product or service at a reasonable price, with appropriate quality level
and within a reasonable time frame.
$25,000.01 +
Purchases will be made by soliciting official sealed bids.
Specifications, award criteria and bid opening date are determined by
the requesting department, the Purchasing and Contracts Director and the
assigned Purchasing Agent. Invitations for Bids will be published in the
classified section of a newspaper of general circulation. Additionally,
bids will be solicited from vendors on the approved bidder's list. Best
offer is determined by the requesting Department, The Purchasing and
Contracts Director, the assigned Purchasing Agent and authorized by the
Board of County Commissioners.
OTHER PROCUREMENT METHODS
Single/Sole Source Purchases
May be used when goods and/or services are available from a single
source. Verification of single/sole source will be required from the
vendor.
Emergency Purchases
An emergency purchase may be used when there is an immediate danger to
public health, safety, welfare or substantial loss the County.
State Contract Purchases
Hernando County has the option of utilizing a contract awarded by the State of Florida in lieu of obtaining informal or formal quotations/bids.
